DesignNoInitialInfoBox is working..

- I don't know when it happened because I've done clean installs since it stopped, and since it didn't work I didn't put the ini setting back in. Today, Views popping this dialog got on my last nerve, and I remembered you saying it should be fixed at some point, Maureen, so I stuck it in there. No more info boxes. Bonus!

Thanks for fixing this...
